I saw on the news that Illinois marijuana legalization was passed in the Senate.  I smoke marijuana; does that mean it is legal now?

The marijuana bill that passed in Illinois was actually for the use of medical marijuana, not general use.  The bill still has to be approved by the House and would approve use of marijuana for people that are extremely ill, such as cancer patients or those with AIDS. 

The Illinois marijuana penalties are the same for those individuals that use it recreationally.  Possession of between 2.5 and 30 grams is considered a misdemeanor and is punishable by up to 1 year in jail, while possession of more than 30 grams is a felony and is punishable by 1 to 15 years in prison.  Growing marijuana is punishable by up to seven years in prison, but for a first offense up to 5 plants is eligible for probation of up to 24 months.
