I have some new neighbors who continously complain and threaten about filing a report with the police for playing loud music and having obscenities heard from my home.  Can I be charged with breach of the peace? What would the penalties be?

Breach of the peace is synonymous with disturbance of the peace, and is defined as any act which disturbs the public, or even just one person.  This includes any act of molesting, interrupting, hindering, agitating, or arousing from a state of repose or otherwise depriving inhabitants of the peace and quiet to which they are entitled.  It sounds like that is precisely what is happening to you.
