For the past couple of months, my car has been vandalized three times. First it was egged and spray painted, a couple weeks later it was badly scratched up and keyed, and then just last week, my tires became slashed and my rear passenger windows were smashed in. This is getting really frustrating, its happend twice at my parking lot of the condo I live in and then once at my work parking lot. I have an idea who it is but I have no hard evidence or proof, how do I go about this?

This matter sure sounds as if it is becoming serious. It must be causing you an annoying nuisance and costing you a substantial amount in damages as well. You may have insurance coverage for comprehensive collission/vandalism type of claims which may reimburse you for some of those damages for the time being.

It would be hard to charge or convict anyone without hard evidence, so perhaps setting up a video camera in your vehicle or somewhere near it would help catch the suspect, al though that may be a costly and technically difficult venture.The police may be helpful in making more frequent rounds around the area where the vandalism has occured. For example, if all three attempts occured in the middle of the week sometime during the evening, they would patrol at that time.
