New York Cocaine Trafficker Sentenced to 10 Years in Federal Prison

Kevin J. O’Connor, United States Attorney for the District of Connecticut, announced that Luis Noboa, age 48, a citizen of the Domincan Republic who last resided in the Bronx, New York, was sentenced by Senior United States District Judge Alan H. Nevas in Bridgeport to 120 months of imprisonment, followed by eight years of supervised release. On June 27, 2006, Noboa pleaded guilty to one count of possession with intent to distribute 500 grams or more of cocaine.

According to documents filed with the Court and statements made in court, in November 2004, the FBI’s Safe Streets Task Force commenced a court-authorized wiretap investigation into narcotics trafficking in Bridgeport. In February 2005, Victor Marrero arranged with Miguel Flaquer, an associate of Noboa’s, for the delivery of one kilogram of cocaine. On March 4, 2005, Flaquer and Noboa were arrested after they drove to Bridgeport and were found in possession of the cocaine.

Noboa was previously convicted in the mid-1990s for distributing narcotics in Ohio and New York. After he served a 51-month term of imprisonment for that conviction, he was deported. Noboa illegally re-entered the United States in 2001 and began to distribute cocaine in large quantities, including one deal involving 12 to 15 kilograms, and one deal involving 20 kilograms.

Noboa will be deported to the Domincan Republic following service of his term of imprisonment.

Marrero and Flaquer have each pleaded guilty to federal narcotics trafficking charges and await sentencing.
